Harness innovative approaches to optimize DSM program design, launch and performance.
“ Jonathan was there for us – and with us – every step of the way from our initial program proposal to detailed design and launch through our first two annual rounds of EM&V.”Ryan Kerr, GTI Emerging Technologies Manager
Energy utilities and program implementers face many challenges in launching and sustaining DSM programs. These range from identifying promising energy efficiency and demand response solutions to building strong market alliances with product specifiers and decision-makers.
LEI helped overcome these challenged by developing and growing emerging technology initiatives, designing other types of DSM programs and interventions and tuning up existing programs to enhance their effectiveness.
These included:
- Identifying and filling program portfolio gaps and unrealized opportunities
- Applying industry-proven methods to identify promising new technologies
- Analyzing technologies and markets for DSM program design and launch
- Planing and designing new utility DSM programs
- Reviewing and enhancing existing programs to accelerate successful implementation

Case Study: Nicor Gas Company / Gas Technology Institute (GTI)
GTI retained LEI as its principal subcontractor for the fast-track design and launch of Nicor Gas Company’s Emerging Technologies Program (ETP). LEI contributed to all aspects of program development and authored the ETP Operations Manual and Communication & Outreach Plan. We provided extensive guidance on utility and program implementer business culture, interactions with DSM product developers and the design and launch of the first-of-its-kind online technology proposal screening system.
The ETP achieved across-the-board success, launching within three months, completing selection of a round of technology assessment projects for funding within six months and seeing several promising new measures move from the ETP into EE programs within the first year. The results of ETP evaluation, measurement and validation by Navigant were very favorable.
Senior management at Nicor Gas and GTI were pleased with this record of success and have become consistent supporters of the ETP.
“ Jonathan was there for us – and with us – every step of the way from our initial program proposal to detailed design and launch through our first two annual rounds of EM&V. LEI brought important experience and expertise around energy efficiency programs and ET programs in particular. GTI relied on LEI to help understand and build crucial connections with EE program implementers and helped us convene and work with the Technical Review Committee that selected technology assessment projects for funding. Both Nicor Gas’ senior management and our own executives were delighted with the program’s success in meeting and exceeding its targets.”
